ANFREL Statement on the Democratic and Human Rights Implications of Myanmar’s Junta-Planned Elections (Statement ahead of Myanmar’s Junta-Planned Elections)

The Asian Network for Free Elections (ANFREL) has closely monitored developments surrounding the Myanmar military junta’s preparations for elections scheduled to begin tomorrow, 28 December 2025. Based on prevailing political, security, and human rights conditions, ANFREL assesses that the environment in which these elections are being organized fails to meet minimum requirements for democratic participation or credible electoral processes. 

ANFREL is gravely alarmed by intensified violence against civilians nationwide, including airstrikes, shelling, arbitrary arrests, and village raids that disproportionately affect women, children, and ethnic minority communities. Such a situation makes it impossible to guarantee voter safety or conduct electoral activities freely or fairly. Elections held amid ongoing armed conflict and systematic human rights violations cannot reflect the will of the people. 

Large areas of the country are expected to be excluded from the polls due to conflict, resistance control, and administrative collapse, particularly in ethnic and resistance-held areas. The systematic exclusion of significant segments of the population raises serious concerns about the representativeness and inclusiveness of the process and fails to meet basic democratic standards. 

In addition, ANFREL raises serious doubts about the credibility of voter turnout figures and election results to be announced by the junta control Union Election Commission. In the absence of independent observation, transparent procedures, free media, and trusted electoral institutions, any declared results will lack legitimacy. Taken together, these conditions demonstrate that the junta-planned elections lack legitimacy, inclusiveness, and integrity. 

Elections conducted under military rule, amid widespread conflict and repression, cannot contribute to democratic transition or political stability and risk further entrenching illegitimate rule and violence. Our call ANFREL therefore calls on the international community to remain vigilant and to refrain from recognizing or legitimizing any outcomes of this deeply flawed process. International support for democracy in Myanmar must instead prioritize civilian protection, accountability for human rights violations, and inclusive political dialogue that reflects the genuine aspirations of the Myanmar people.

ANFREL(아시아 자유 선거 네트워크)은 2025년 12월 28일 시작될 예정인 미얀마 군부의 선거 준비 상황을 면밀히 모니터링 했습니다. 현재의 정치적, 안전 및 인권 상황을 바탕으로, 이번 선거가 민주적 참여나 신뢰할 수 있는 선거 과정의 최소 요구 사항을 충족하지 못한다고 평가했습니다.

ANFREL은 공습, 포격, 자의적인 체포, 마을 급습 등이 여성, 아동 및 소수 민족 공동체에 불균형적으로 영향을 미치는 등 전국적으로 민간인에 대한 폭력이 심화되고 있다고 심각하게 경고했습니다. 이러한 상황은 유권자의 안전을 보장하거나 선거 활동을 자유롭고 공정하게 수행할 수 없게 만듭니다. 무장 충돌과 체계적인 인권 침해가 지속되는 가운데 실시되는 선거는 국민의 의사를 반영할 수 없습니다.

미얀마의 많은 지역이 전투와 저항 세력의 통제, 행정적 붕괴로 인해 투표지에서 제외될 것으로 예상됩니다. 특히 다른 인종지역이거나 저항세력이 있는 지역의 경우가 그렇습니다. 인구의 상당 부분을 이처럼 선거로부터 체계적으로 배제하는 것은 선거 과정의 대표성과 포괄성에 대한 심각한 우려를 불러일으키며, 기본적인 민주적 기준을 충족하지 못하게 만들 것입니다.

이에 더해 ANFREL은 미얀마 군부가 계획한 선거의 유권자 투표율 수치와 선거 결과의 신뢰성에 대해 심각한 의문을 제기하고 있습니다. 독립적인 선거 감시, 투명한 절차, 자유로운 언론, 신뢰할만한 선거 기관이 없는 상황에서 발표되는 결과는 정당성을 결여할 것입니다. 이러한 조건들은 군부가 계획한 선거가 정당성, 포괄성 및 무결성이 부족하다는 것을 보여줍니다.

군부 통치 하에서, 광범위한 갈등과 억압 속에서 실시되는 선거가 민주적 전환이나 정치적 안정에 기여할 수 없으며, 오히려 불법적인 통치와 폭력을 더욱 강화할 위험이 있다고 강조했습니다. 따라서 ANFREL은 국제 사회에 대해 경계를 유지하고, 이 심각하게 결함이 있는 과정의 결과를 인정하거나 정당화하지 말 것을 촉구하고 있습니다. 미얀마의 민주주의에 대한 국제적 지지는 민간인 보호, 인권 침해에 대한 책임, 그리고 미얀마 국민의 진정한 열망을 반영하는 포괄적인 정치적 대화에 우선순위를 두어야 합니다.
