지난 7월 1일, 미국 하원 법사위원회의 행정국가·규제개혁·반독점 소위원회가 “경쟁체제 폐쇄 : 미국에 대한 한국의 차별적 공격”, 이른바 ‘쿠팡 보고서’를 발표했습니다. 보고서 내용의 대부분은 한국정부가 쿠팡을 표적으로 삼아 차별적 대우를 하고 있다는 것이며, 이러한 한국의 관행이 트럼프 행정부의 최근 무역 협정을 위반할 가능성이 높다고 지적합니다. 특히 보고서에서는 한국이 플랫폼법을 추진하는 이유는 미국 기업을 차별하기 위함이며, 한국 정부가 쿠팡을 표적으로 삼고 공격하기 위해 정부기관을 무기화했다고 주장하고 있습니다. 보고서 발표 이후, 백악관에서도 ‘쿠팡 보고서’를 옹호했습니다.
최근 강경화 주한미군대사가 쿠팡문제를 비롯한 한미관계 이슈 논의를 위해 이례적으로 일시 귀국했던 만큼, ‘쿠팡사태’는 한미외교간 긴장을 일으키고 있습니다. 미국은 정부의 조사기관 및 수사 맥락과 결과 등 사실관계를 배제하고, 쿠팡 측의 일방적 주장을 채택하여 한국 정부의 규제와 입법에 부당하게 간섭해서는 안됩니다. 이에 노동시민사회단체에서는 외신기자 간담회를 통해 미국의 쿠팡 보고서에 대한 문제점을 지적하고, 미국의 한국 정부의 규제 및 입법 개입에 대한 입장을 공유했습니다
On July 1, the Subcommittee on the Administrative State, Regulatory Reform, and Antitrust under the U.S. House Judiciary Committee published a report, “Closed for Competition: South Korea’s Discriminatory Attacks on American-owned Business,” also known as the “Coupang Report.” The report primarily claims that the South Korean government is targeting Coupang with discriminatory treatment, pointing out that such practices are likely to violate the Trump administration’s trade agreements. In particular, the report asserts that South Korea’s push for the Platform Act is aimed at discriminating against U.S. companies. And that the Korean government has weaponized state agencies to target and attack Coupang. Following its release, the White House also voiced support for the report.
With Kang Kyung-hwa, the South Korean Ambassador to the U.S., making an unusual temporary return to Korea to discuss key bilateral issues—including the Coupang matter—the “Coupang situation” is making tensions in the U.S.-Korea diplomatic relations. However, the U.S. must not interfere improperly in South Korea’s regulatory and legislative processes by dismissing factual contexts, investigative contexts, and findings from Korean government agencies while adopting Coupang’s unilateral claims.
Accordingly, labor and civil society organizations are holding a press conference for foreign correspondents to point out the flaws in the U.S. Coupang Report and to share our stance.
