제48차 세계유산위원회 계기 세계유산센터·이코모스에 면담 요청서 전달
참여연대는 오늘(7/7) 역사·종교·시민사회단체와 함께, 오는 13일부터 개최되는 제48차 세계유산위원회를 앞두고 유네스코 세계유산센터와 이코모스에 세계문화유산 종묘 인근 초고층 재개발 사업과 관련한 면담 요청 서한을 이메일로 전달했습니다. 지난 2월에도 해당 사업에 대한 우려와 전면적인 재검토 필요성을 담은 서한을 유네스코 세계유산센터와 ICOMOS에 전달한 바 있습니다.
참여연대는 이번 면담을 통해 세운4구역 재개발 사업의 문제점을 국제사회에 알리고, 세계유산영향평가(HIA)의 충실한 이행과 세계유산 보호를 위한 국제기준의 적용 방안을 논의하는 한편, 세계유산위원회가 적절한 후속 조치를 검토할 수 있도록 유네스코 세계유산센터 및 이코모스와 협의를 진행할 계획입니다.
▣ 국문 면담 요청서
시민들과 전문가들은 대한민국 서울에서 현재 추진되고 있는 세계유산 종묘 인근 초고층 재개발 사업이 세계유산인 종묘의 ‘탁월한 보편적 가치(Outstanding Universal Value, OUV)’와 역사적 경관에 중대한 영향을 미칠 것이라고 우려하고 있습니다. 그러나 서울시는 세계유산영향평가(World Heritage Impact Assessment, HIA)가 완료되지 않은 상태에서 사업을 계속 추진하고 있으며, 이에 대해 학계, 종교계, 시민사회는 깊은 우려를 표명하고 있습니다.
지난 2월 12일, 한국 역사학계·고고학계·건축계·종교계 및 시민사회는 세계유산 종묘 인근 초고층 재개발 사업에 대한 우려사항과 사업의 전면적인 재검토 필요성을 담은 서한을 유네스코 세계유산센터와 ICOMOS에 전달했습니다. 이후 3월, 유네스코 세계유산센터는 서울시에 세계유산영향평가(HIA) 이행을 권고하는 세 번째 서한을 발송했으며, 오는 7월 부산에서 개최되는 제48차 세계유산위원회에서 본 사안을 세계유산의 보존 상태(State of Conservation)와 관련한 의제로 검토하거나, 필요할 경우 공동 현지조사(Reactive Monitoring Mission)를 실시할 수 있음을 언급했습니다.
또한 대한민국 국가유산청은 5월 7일「세계유산 종묘와 그 역사문화환경 보호에 필요한 조치 이행 명령」을 서울특별시 종로구청 및 서울주택도시개발공사(SH)에 통보하여, 「국가유산기본법」에 따른 세계유산영향평가(HIA)의 이행을 명령하였습니다.
하지만 서울특별시와 종로구청은 이러한 행정조치와 유네스코의 지속적인 권고에도 불구하고 세운4구역의 사업시행계획 변경인가를 고시하고 사업을 추진하고 있습니다. 이에 대한민국 국회, 서울특별시의회, 역사학계·건축계·종교계 및 시민사회는 세운4구역 사업시행계획 변경인가의 철회와 세계유산영향평가(HIA)의 충실한 이행을 지속적으로 촉구하고 있습니다.
이에 고고학계·종교계 및 시민사회는 제48차 세계유산위원회 개최를 계기로 유네스코 세계유산센터와 ICOMOS에 면담을 요청드립니다.
이번 면담을 통해 ▲세운4구역 재개발 사업의 추진 경과와 현재 상황, ▲세계유산 종묘의 탁월한 보편적 가치와 역사문화환경에 미칠 영향, ▲세계유산영향평가(HIA)의 이행과 세계유산 보호를 위한 국제기준의 적용 방안, ▲세계유산위원회에서 향후 논의와 필요한 조치에 대해 협의할 수 있기를 희망합니다.
세계유산 종묘는 대한민국의 소중한 문화유산일 뿐 아니라 인류 전체가 함께 보호해야 할 공동의 유산입니다. 세계유산협약과 「세계유산협약 이행을 위한 운영지침(Operational Guidelines)」의 원칙에 따라 종묘의 탁월한 보편적 가치가 온전히 보전될 수 있도록 유네스코 세계유산센터와 ICOMOS의 관심과 협조를 부탁드립니다.
▣ 영문 면담 요청서
On the occasion of the 48th session of the World Heritage Committee (Busan, July 2026), representatives from academia, religious groups, and civil society respectfully request a meeting with the UNESCO World Heritage Centre and ICOMOS to discuss concerns regarding the Sewoon District 4 redevelopment and its potential impacts on Jongmyo Shrine’s Outstanding Universal Value.
Request for a Meeting Regarding the High-Rise Redevelopment Project Near Jongmyo Shrine
The public and experts are deeply concerned that the high-rise redevelopment project currently underway in the vicinity of Jongmyo Shrine in Seoul, Republic of Korea, will severely impact the “Outstanding Universal Value (OUV)” and the historical landscape of this World Heritage site. Despite these concerns, the Seoul Metropolitan Government continues to push forward with the project even though the World Heritage Impact Assessment (HIA) has not yet been completed. This has raised profound concerns within the academic, religious, and civil society sectors.
On February 12, representatives from the Korean academic (history and architecture), religious, and civil society sectors submitted a letter to the UNESCO World Heritage Centre and ICOMOS. The letter conveyed pressing concerns regarding the high-rise redevelopment project near Jongmyo Shrine and emphasized the urgent necessity for a comprehensive review of the project. Subsequently, in March, the UNESCO World Heritage Centre dispatched its third letter to the Seoul Metropolitan Government, recommending the implementation of an HIA. The Centre also noted that this matter could be reviewed as an agenda item concerning the State of Conservation (SOC) of World Heritage sites at the upcoming 48th session of the World Heritage Committee to be held in Busan this July, or that a joint Reactive Monitoring Mission could be conducted if necessary.
Furthermore, on May 7, the Korea Heritage Service (formerly the Cultural Heritage Administration) issued an official “Order for the Implementation of Measures Necessary to Protect the World Heritage Site of Jongmyo Shrine and Its Historical and Cultural Environment” to the Jongno-gu District Office of Seoul and the Seoul Housing & Urban Development Corporation (SH), mandating the execution of an HIA in accordance with the Framework Act on National Heritage.
Nevertheless, despite these binding administrative measures and consecutive recommendations from UNESCO, the Seoul Metropolitan Government and the Jongno-gu District Office have published a public notice approving amendments to the project implementation plan and are actively proceeding with the development. In response, the National Assembly of the Republic of Korea, the Seoul Metropolitan Council, alongside academic, religious, and civil society groups, continue to strongly demand the withdrawal of the approved amendments and the faithful execution of the HIA.
Against this backdrop, on the occasion of the 48th session of the World Heritage Committee, representatives from the academic, religious, and civil society sectors respectfully request a meeting with the UNESCO World Heritage Centre and ICOMOS.
Through this requested meeting, we hope to discuss and consult on the following key agendas:
- The progress and current status of the Sewoon District 4 redevelopment project;
- The potential impacts on the Outstanding Universal Value (OUV) and the historical/cultural environment of Jongmyo Shrine
- The implementation of the World Heritage Impact Assessment (HIA) and methods for applying international standards to protect World Heritage;
- Future deliberations and necessary measures to be taken at the World Heritage Committee.
The Jongmyo World Heritage site is not only a treasured cultural heritage of the Republic of Korea but also a shared heritage that all of humanity must protect together. In accordance with the principles of the World Heritage Convention and the Operational Guidelines for the Implementation of the World Heritage Convention, we earnestly request the attention and cooperation of the UNESCO World Heritage Centre and ICOMOS to ensure that the Outstanding Universal Value of Jongmyo Shrine is preserved intact.
